To provide professional expertise and services in human resource management and general administration in order to support effective public service delivery within the Office.
The Administration and Human Resource Management Department shall perform the following functions:
Interpret and provide guidance on Public Service Regulations, Standing Orders, and other labour and employment laws.
Oversee the implementation of ethics and values promotion initiatives, including corruption prevention education.
Administer and oversee human resource management functions, including recruitment, selection, appointment, induction, training and development, promotion, discipline, retention, motivation, performance management, and general staff welfare.
Ensure optimal, efficient, and effective management, utilization, and development of human resources within the Office.
Coordinate Workers’ Council activities and manage Trade Union relations.
Oversee the development, implementation, and review of policies, procedures, and guidelines related to recruitment, training and development, deployment, retention, promotion, and performance management.
Conduct human resource audits and maintain an inventory of existing and required skills to support workforce planning.
Provide registry, messenger, and courier services, and ensure proper management and safe custody of Office records.
Manage protocol and official ceremonial matters of the Office.
Facilitate the provision of security services, transport, and general office utilities.
Coordinate maintenance of office equipment, buildings, and grounds.
Coordinate the implementation of ethics and values promotion activities.
Coordinate the implementation of diversity and inclusion initiatives within the Office.
Coordinate the implementation of Private Sector Participation (PSP), Business Process Improvement (BPI), and the Client Service Charter.
Provide statutory administrative services to retired State Leaders in accordance with applicable laws and guidelines.
The Department shall be headed by a District Administration and Human Resource Management Officer (DAHRMO).
