KITENGO CHA HUDUMA ZA SHERIA - LEGAL SERVICES UNIT
Objective
To provide professional legal expertise and services within the Office and to MDAs, LGAs, and other Public Institutions on matters related to Human Resources Management, Public Service Administration, and general legal compliance.
Functions of the Unit
The Legal Services Unit shall perform the following functions:
Provide legal advice and assistance to Divisions and Units on the interpretation and application of laws, contracts, agreements, procurement contracts, memoranda of understanding, consultancy agreements, and other legal documents.
Provide legal advisory services to MDAs, LGAs, and other Public Institutions on laws, regulations, rules, and directives governing the Public Service.
Promote awareness and understanding of Public Service laws, regulations, rules, and directives through training, sensitization, and guidance.
Provide technical inputs in the preparation, review, and amendment of proposed Bills, Acts, and subsidiary legislation (including regulations, rules, and orders), and liaise with the Attorney General’s Chambers accordingly.
Coordinate the enforcement, review, and harmonization of laws, regulations, and rules governing the Public Service in collaboration with the Attorney General’s Chambers.
Prepare legal opinions and documentation related to court cases and proceedings, particularly on Human Resources Management and Public Service matters, in liaison with the Attorney General’s Chambers.
Follow up on cases in courts of law, monitor court decisions in collaboration with the Attorney General’s Chambers, and maintain a secure and up-to-date database of court cases and judgments.
Provide legal interpretation and advisory services on labour relations, employment disputes, and Trade Union matters.
Leadership
The Unit shall be headed by a District Legal Officer.
